Ask a Bird Specialist. Get Answers to Bird Care Problems ASAP
It is wonderful that you wish to help this bird, however, wing-wrapping by a non-experienced professional can actually cause more harm than good, to say nothing of the pain that this bird must be feeling if it is a new injury.
The best thing that you could do for the dove, would be to find an avian vet (www.aav.org/vet-lookup) who could then transfer the bird to a wildlife rehabber. You could check this site to see if there is financial assistance for wildlife: http://www.pghdogs.com/index.php?option=com_bookmarks&Itemid=301&catid=177.
If it is badly enough injured that you can catch it, place it in a semi-darkened box with food and water, and keep in a quiet, warm place until you get the vet appt.
