Do you have a picture or two that you could attach on here for me to have a look at.
The one that is red seems to be infected a little.
Applying OTC topical antibiotics like polysporin or neosporin in combination with 1% hydrocortisone will help improve the one that is red.
The other one also seems like a skin tag.
Again, this is not something to worry about.
If it is not bothering him I would not bother it.

Actually this question was posted in the pediatrics category which is why it was transferred here.
I will opt out and try to transfer this question to a dermatologist but this will take a few hours so you may have to wait.
