Is it soft or hard?
In precisely which part of the top?
Is it movable? increasing in size?

Most probably it is an infection of hair follicle so if there is pain and any redness visible, please use neosporin skin ointment several times a day. Also ask for any injury if the bump is below scalp skin and diffuse or firm, attached to bone, when ice application may help.
Without knowing about the size, pain or any other details, it is ridiculous to post an answer.
There can be a cyst like sebaceous cyst of scalp.
This is common condition.
It would not need any treatment unless it is large.

How is the temperature of the area?
Is there any skin break?
Did it develop today only?
Did she have any trauma?
There is an inflammation.
An inflamed cyst, infection is possible.
You can apply warm moist compress over it.
Antiinflammatory analgesics like motrin can be given.
If the symptoms continue, I would advise to consult doctor to have an examination.
