It could mean "hydrocephalus", or an excess of "cerebrospinal fluid" (CSF) in the ventricles of the brain.

Everyone has fluid within their brain, but when the body makes too much of it, or can't drain it normally. When this happens it can lead to enlargement of the head, and if not treated, can lead to mental development difficulties.

But key point here is to figure out if there is too much fluid in the baby's brain, vs just fluid. All babies have some fluid. The problem comes when there is too much fluid.
