Chores are okay at 4 years of age but they need to be very concrete and in small chunks. For instance, instead of "clean your room" say: "put all your clothes in this basket"; or... "put all your toys on the bed, then, we will put them away together".

So give a small chore that he will be able to do quickly and feel successful. Then, you can praise him for it.

If the chore is overwhelming, have him do some and then, help him with the rest. Again, praise him and enjoy doing things with him...then, he will learn to enjoy it too (and not complain).
