My daughter is 5 and 1/2 years old. Shes started the habit

My daughter is 5 and 1/2 years old. She's started the habit of scratching her friends at school, including her younger sister of 2 1/2 years old and her cousins. We've done the timeout thing. I've sat down and talked to her many times and we've tried spanking when timeout didn't work. I'm looking for suggestions on how to get her to stop scratching other children.
DO a behavior chart. List the behavior and each day she does not do it then she gets a sticker. A week of stickers gets her a reward. Praise her abundantly when she does not scratch during the day. Teach her to do something else when she is angry. Spanking and lectures don't work.
