Even a 16 yol who lives in your home and relies on you can be consequented for inappropriate behavior. If he has a cell phone, car, anything that is an extra that you provide for, can be taken away temporarily until the behaviors change. Also, it would be helpful if both parents discipline him. This behavior may not be new and it will only continue if not corrected.

Depending on the severity of the disobedience/unruliness, you may advise your son that you could contact the department of Juvenile Justice for assistance.
