Age isn't really a reason to shave or not to shave. If your daughter has a lot of hair on her legs, she may want to do that. But if the hair is very little then I would suggest you have her wait, the earlier you start shaving the more hair will grow faster, so she might want to put it off as long as possible.

Many young girls do start at that age, it just depends on the hair growth.

Also I suggest instead of a razor you use a Nair, or other creams for that purpose, they are gentler on the legs, or waxing is also a popular way to rid yourself of unwanted hair.
