the skin and blood vessels of the skin dilate and contract to help regulate body temperature normally.
if he is running around and sweating, his body is trying to cool himself off. sweat is meant to evaporate and cool the skin. the blood vessels contract on the skin to cool the skin and blood is diverted to his muscles where they are needed.
so it sounds like things are working properly for him
I would not worry about cancer or other medical problems just because his skin feels cold
make sure he is drinking enough fluids. him being active and running around is a good sign he is healthy.
