I have developed small white bumps on the perineum after tearing and healing of the perineum after vigorous sex. I have some burning from the raw skin but the bumps (5 of them) are painless. should i be concerned

This is most likely a contact dermatitis or an abrasion, and this is not herpes, as herpes would be quite painful.
So, you can try a hydrocortisone cream to help you out.

what about the white tiny bumps?

The tiny white bumps are most likely from irritation. If this was herpes they would be clear and quite painful.
