Do this test: take the jumper and clamp one side the positive term of the battery and one side to the positive term of the starter.It should crank immediately.If not, then the ignition switch is bad.

I got it. It is the crank position sensor that is giving you problem.

This is a common problem with the Maxima especially 1998. You need to replace it with a NEW factory Nissan crank sensor. Not aftermarket because they failed.
