Hello I will help you with your question,

Both the horn and the airbag wiring pass through the clockspring connector that is behind the steering wheel in the top of the steering column. This connector allows you to turn the wheel while maintaining the connection but yours has broken. Replacing the clockspring connector (about $400) will solve both issues.
