From your description most likely there is an open in the circuit from the fuse to the horn relay. The easiest way is to run a new wire versus opening the harness to find the break. A couple of other checks are to slightly twist the blades of the fuse about 5°, (15amp #32) fuse if the connectors in the fuse panel don't fit snug to the fuse the circuit will be open at the fuse and the horn will not operate properly. Also if the air bag light is on and or the cruise is inoperatable the clockspring/spiral cable could be broken.
