When the Battery is new, they come with plastic caps covering the terminals. Did you remove them?

yes...they have been removed.....is it possible the positive battery fuse connector/cable holder link is bad......

Normally if the main fusible link is bad, the head lights work. I wonder if you got a bum battery? The head lights are wired before the main fusible link. So if the battery is good and it's connections are good, the head lights should work.
Do you have jumper cables to see if you get any sign of power?
