Hi Im Dave and will try and help as much as possible. Does anything happen when you try to start it? is it cranking?

its a meter to check voltage at the battery and alternator

so there is a new battery in the car? ok. then we have to check for power at the starter. but first check the 7.5 amp fuse on the interior fuse box. it should be labeled "starter signal"

It is not getting a signal to the starter. He bypassed the clutch still did not start
