That is the complete rear suspension layout with torque specs. The key for the torque spec numbers is on the bottom left of the page. Note the Wrench images to the picture.

33 ft lbs upper nut, 22 ft lbs bracket nut and 66 ft lbs lower bolt?

how do you tighten the upper nut without the bracket spinning? there is no flat part in the bracket where I can mount it on a vise

You start the nut the use a wrench or vise grip to hold to tip of the shock from spinning
