In the case of a Secondment letter: Can a seconder be a person (in this a team leader)employed by the same employer, rather than another body of the employer?
My secondment letter says: "This letter confirms the agreement between you and The Team Leader Name that you be seconded to the position of ..."

This depends on who actually has the delegated power to make this decision. But if the letter is given to you, and it is from some person in management then it is binding on your employer
