My father is having hearing loss. He has gone to ear doctors and now has hearing aids in both ears. His complaint is not that he does not hear, but that it is muffled and difficult to discern the words.
My mother has recruited me to help find a great ear doctor, but I feel that he may need a specialist in type of hearing loss.

does he have allergies or sinus congestion?

he is 80 years old, does not have a sinus congestion, he has had allergies all his life which have not gotten any worse, nor additional allergies detected.
he has had bladder cancer treated at such an early stage that it was not staged.
he is on high blood pressure medication, prostate medication, and sugar medication (not diabetic)thank you

I think he should start with a general ENT doctor

because an internal flare of sinus congestion can do this too

I responded that there is no sinus congestion.
he has seen an ent. What I am asking is that there are different types of hearing loss.
the hearing aids are not helping to discern the words. - what does that mean? he hears noise, but not the words - it's as if it is muffled.
