I broke my little toe 3 months ago and have been keeping it buddy taped because it didn't seem quite all the way healed. Today it started twitching. Is this just a sign that I should stop taping it?

Yes, if you don't have pain while walking when it is not taped, you need not tape

Leave it so, and 3 months is sufficient time to get healed

I suggest you take an x ray once to know if the fracture has healed and to know to what extent it has healed.
