Are there surgery that can restore the weak muscle on the left side of my face?

If the muscle is atrophied, or if there is nerve damage, no, there is no surgery that can restore this.

You have not stated what your diagnosis is.

If this is bell's palsy, which is what it sounds like, there is no surgery for it.

However, I have seen Chinese acupuncture help with this.
