My sister has been saying, there is someone in her head. She will not go to doctor or talk to anyone. What can we do to help?

You need to get her to a mental health professional as soon as possible, especially if there are threatening voices in her head, or voices telling her to do things she does not want to do. You can reassure her that this is a fairly common condition and can usually be treated effectively.

Similarly, she needs to have a neurological work up to make sure there is not an organic condition causing her psychiatric disturbance. Blood tests, urine tests and often a head CT or MRI are needed to rule out a medical cause.
