I have a 2010rt se5. My headlights flash so bad cars pull

I have a 2010rt se5. My headlights flash so bad cars pull over thinging it's a cop. This does this day and night. Night is really bad as it is dark. Have had a whole new lighting system put in. New control for lights on handle bar. Coast over $1200. Still does it. Have it at Columbia Motor Sports in Willimantic Ct. now, and they say nothing is wrong. Showed them Videos of it. They also said it happens when I hit bumps, but even on smooth survices. I have never seen another an=am doinging this comming at me. Thanks.

Customer: Yes, All the grounds. They said they were ok.

Have you had this since new, or are you the second owner? There is a kit you can install that flashed the headlights ON PURPOSE during daytime riding for visibility, it is not legal in all areas. If that were installed, you would think the shop would have noticed it.
