air suspension will not hold air to shocks
JA: How has the ride been lately? Have you noticed any fluid under the car?
Customer: no t really
JA: What is the model/year of your motorcycle?
Customer: 1999 electric glide
JA: Are you fixing your bike yourself? What have you tried so far?
Customer: tried to put air in and didnt see any leaks
JA: Anything else you want the mechanic to know before I connect you?
Customer: as i added air the gauge would slowly go down

check hoses dont see any leaks

as long as you know there are no kinks or nicks in the hose from the air valve to the shocks, the most common cause of your problem is leaky seals in the shocks.

those shocks must be serviced or replaced occasionally. Harley does not offer a rebuild kit (I suspect there is not enough margin in that and they make better money selling you new shocks.)

I changed my HD shocks out for air adjustable Progressives.
