2007 Arctic Cat 650 h1. Won't start. Start relay chatters. Bypass relay and get a buzzing, humming from lower in the engine than the starter motor. What else could be in the starter circuit between the relay and he starter motor?

Hi, there is nothing else between the two, but the starter motor turns the starter clutch. It has a gear and a 'one way bearing' which can go bad. That would allow it to spin (hum?) and not start the engine

The starter motor is not spinning it just comes it seems to be locked up

OK, the next step would be to verify if it is. You'll need to remove the starter and connect to 12v battery source to see if it spins. If it doesn't you will need to then inspect the brushes, armature, etc for wear/damage.
