Engines can be restricted in various ways, it depends on how & why it has been restricted

Has yours been restricted due to local laws? If so derestricting can be breaking those laws!

The 2015 model pcx 150 was designed to reach a speed of 70mph. Restricted to that speed by the maximum rpm of the engine (about 11,000rpm)

The rev limiter (ECU) should cut in around 68-70mph

Does yours do these speeds?

If not, we can look at derestricting

If so, its not restricted as such & will need serious engine work to get an increase in speed
