I have a 1998 flhtci. Runs fine under load but tends to act like its flooding out on a no load rev. Sometimes bike runs perfect all around. Sometimes acts up.

you should take it into a HD dealership to have them run the scanalyzer on the ECM.sometimes the bike tells us what's wrong. other than that, your symptoms do not identify a particular probably cause, but there are a few that fit:- fuel regulator- engine temperature sensor.- corrupted flash (ECM software) the engine temp probe in the front head is a known issue.you could also have a HD dealership check the fuel pressure. that would confirm if you do or do not have a fuel pressure issue.and as always.......the older a bike gets, the more probable that the issue is nothing more than a wire ty-wrapped to tight to the frame, or a connector full corrosion or dirt. let me know if you need more help.Steve
