a 15hp lifan hot pressure motor brand new it fires but wont run the odd backfire

Welcome,

Usually a backfire means it has a lean fuel/air mixture
or in other words it is not getting enough fuel.
Carb could be plugged from stale fuel or fuel
may not be reaching the carb due to pinched fuel
hose etc. Also spark plugs can foul easy when starting.
If it runs with a spray of carb cleaner or very little
starting fluid then the fuel is stopped up somewhere.
Could be either the carb or other hoses from the fuel tank.
Check for spark and check the oil level as well.

this engine is brand new hever been started...i tryed starting fluid did not fife

Initially, attempt to start again with throttle partially open (if able to). Then proposed preliminary checks (if have not been done):
  • • carefully remove the sparkplug;
  • • check if the tip is wet with fuel;
  • • cautiously perform a spark test;
  • • results would indicate:
  • - if not wet or very wet, then fuel delivery issue;
  • - if no/weak spark then ignition concern;
  • • consider replacing the sparkplug(s) (even if new and just for purposes of eliminating as suspect(s).

Please post back results / observations of the above once tried.
