You need to raise the front end of the bike safely so that the weight off the bike is off the wheel. Loosen the axle nut, loosen the axle pinch bolts, remove the axle nut & slide the axle out of the wheel. Keep excellent track of the spacers. Once the axle & spacers are out, lift the bike so that wheel clears the fender, or remove the fender. Sometimes I find it easier to remove the fender & brake caliper(s) first.

Installation is the reverse.
