Microchip in keyfob fell out. Car alarm went off, put key in

Customer Question

Microchip in keyfob fell out. Car alarm went off, put key in ignition to stop alarm. Replaced keyfob w/ new programmed key and car will not start. 2010 Mitsu Lancer GTS Sportback.
JA: Does the engine turn over? How old is the battery?
Customer: Is there something keeping from starting since the alarm was cancelled by key in ignition and not by keyfob remote?
JA: Are you hoping to fix this yourself? What have you tried so far?
Customer: Car battery is good. Had automotive locksmith come out and try with reprogramming as welll. Same issuie
JA: Anything else you think the mechanic should know?
Customer: Nope
JA: OK. Got it. I'm sending you to a secure page on JustAnswer so you can place the $5 fully-refundable deposit now. While you're filling out that form, I'll tell the Mitsubishi Mechanic about your situation and then connect you two.

It sounds like the key was not programmed properly. Most locksmiths do not have the capacity to program the immobilizer portion of this key, only the keyless entry portion which will not start the car.
You mentioned a locksmith programmed it "as well". Who programmed it first, a dealership?
