If you have any after market components wired to the vehicle like a remote start system or alarm system this can cause this type of fault here.If this is the case and one of these are installed I would have it checked/tested by an auto accessory install facility or remove it/bypass it to see if this corrects the fault here.
If no after market components are installed let me know so we can continue.

Is this the actual horns beeping under the hood or an inside noise?

It's an inside beep I believe. It sounded like it emanated from the left side of dash board possibly under it.
