battery went dead and now the engine idles rough and no psi to the turbo gauge. system is charging at 14volts. No engine codes.

The first thing to do is to drive the car for about 30 minutes. When the computer loses power it loses it's idle setting memory. It needs to run for a while to reset it. This is the most likely cause of your problem. Try to drive it in a lot of different conditions. Let me know how that goes and I'll help more if needed.
That doesn't make sense about why the turbos aren't working
We'll work on that next. The first thing to do is let the computer re-learn the fuel settings. This may also fix the turbo problem.
