What if the idle screw was tamper with what is the factory setting

Hi, my name is XXXXX XXXXX the idle screw was screwed all the way in, it needs to be adjusted, and you need a scanner to do this, with the scanner, you need to set the IAC valve to a fixed position, then you can adjust the idle screw until the idle is 750 rpm, but this cant be done without a scanner to put the IAC ina fixed position.Tim
