Whether or not the IO is allowed to take leave during the inquiry is up to the discretion of the Commander in charge. TDY or leave is something that is wholly up to the Command and granting it is purely discretionary to the command. So, yes, it is possible the command could allow the TDY or leave of the IO during the inquiry, but it is not likely that they will if the leave is going to cause major prejudice or harm to the inquiry.
