If a small claims court case is won in favor of the plaintiff

This answer was rated:

If a small claims court case is won in favor of the plaintiff (landlord vs. tenant for damages) and the tenant is a member of the coast guard, can the tenant's wages be garnished?

Yes. You would need an order of garnishment. You could then send that order of garnishment to DFAS, which is the entity that pays all military branches, to include the Coast Guard.
