Need to know what the codes on an honorable discharge paper

Need to know what the codes on an honorable discharge paper mean. Reason for discharge is listed as "unsuitability" and the discharge was made directly to the naval hospital in Oakland, CA. Codes on the DD214 are: BuPers manual ART C-10310-460 & BuPers Ltr Pers F321-TS-clw. The answer HAS to be specific and not vague. A critical claim with the VA hangs in the balance.

This man has NEVER been compensated for what he suffered in service to his country. He is just now trying to get through all the red tape for a PTSD diagnosis. He has suffered 4 psychotic breaks among other health related issues due to agent orange.

Military "experts" should certainly be able to answer this or FIND the answer without much trouble. Theese were apparently common codes used by the Navy during the Viet Nam era. He was Navy Intel (special ops) and the DD214 doesn't even show he ever served in Nam! How deceitful is THAT!!?? And now his medical records just seem to have disappeared. Scary tactics.
