I'm sorry, let's let's the cleanup tool again to remove all the .net framework programs, then restart the computer, then download/install the 1.1 version only, then check:
The installation process for .NET may seem to stall at times. Do not interrupt the installation.
You will need to restart your computer after the installation of .NET Framework is complete.
