I understand now. Since we do not have access to modify the files as it is co-located, probably the server controlling / managing polices for workstations we are not allowed to access the directories from where we can fix the issue.
However, please try this:Hold the Ctrl key then while holding the ctrl key open that file again.
It starts to open and then ask to enable macros. When i click "enable macros" it gives me the same error message.
