There are several ways you can accomplish that. You can use a textbox, pop-up cell comment, a call-out frame. Which one would you prefer, and which version of Excel are you using

floating text box, so when i scroll the work sheet the text box does not move

I am not sure if it can be linked to the scrolling action but I can write code to make a text box follow the selected cell. So when you click on a cell the text box will be displayed next to the selected cell
