You're getting this message because Access can't write to the db file when it's read only. That commonly happens when the db is stored on a cd or dvd (even if the disk is rewritable). If the db is on a cd or dvd, copy it to your hard disk and open it from there. If it's already on a hard disk or usb memory stick, right click on the file name in explorer and click on properties. Unmark the read only check box and click ok. Now open it.
If that doesn't work then Try building a new empty database and import everything but the toolbars.

I tried to open Access and still get the same answer box. I set it up to administrator, but there is no place to open any files. I have no files or databases to open.
What happens if you try to run the program in safe mode
On your keyboard push the windows key(looks like a flag) then push R and a run window will open. Now type in msaccess.exe /safe and push enter
does it open then?
Also, just curious is this your first time opening Access 2010?
Another question is have you have an earlier version of access ever installed on your computer like office 2007?
It can't find the program msaccess.exe
this was the first time opening it when I got the error message. I don't have an earlier version. I used Microsoft works before

you should get a getting started window upon the first time opening it
There may have been some keys from MS Works that were interferring with this install. My suggestion at this point is to download the program called Revo uninstaller from the link below. It's a 3rd party uninstaller program and it will scan your computer for left over files/registry keys before and after the uninstall this will clean the office suite out completely.--> http://www.revouninstaller.com/start_freeware_download.htmlonce office 2010 is removed completely then reinstall it and your issue should be corrected.

Before you do that, the one other thing you could probably try would be running the diagnostic utility
Click start>click programs>click Microsoft Office> click Diagnostic
Actually I think the diagnostic feature was removed in the 2010 version. You could try a repair on it though before reinstalling. To do that Click start>then in the search at the bottom type in Programs and Features and push enter. Now go to MS Office 2010 and click change and then click repair
if that doesn't work then use the Revo Uninstaller to uninstall and then reinstall
