Office 2000 may work with Windows 7; you can try to run it with the compatibility mode.
Please insert the Office 200 disk, and right-click on the Setup file and click on Run as administrator.

Then see if you can install Office 2000.
I am not running XP, windows 7.....should I just try that anyway?

I have Office 2007 Small Business, upgrade only which is why I am try to install a full install of Office 2000

I did but there is 935MB of 2000 on the list and none in 2007 but a line item

I have downloaded Revo Uninstaller and installed, then opened it and ran uninstall 2000. Then it scanned and found leftover Registry items. Should I select all and/or delete them?

This answer did not solve the problem and failure continued. After contacting the computer manufacturer, they dtermined
that Windows 7 was corrupted and we spent six hours completing repairs. While I appreciate the suggestions that you offered, it did not solve the issue. Once we resolved the Windows 7 issues, the computer works fine. I am not satisfied and disappointed in Just Answer because it failed me and although it was only $38, answers did not work.
Never received solution from Just Answer. I had to contact the computer manufacturer and do a complete new install of Windows 7 before getting Office to install properlyl I never got a satisfactory answer from Just Answer. Please issue a refund to my account.
