95 cougar . fuel gauge reads full . moves ever so slightly when the key is on.
JA: Has the vehicle turned into a gas hog? And how does it start -- same as usual?
Customer: just got it , drained out old gas . car ran fine , then started acting up. how ever the fuel gauge never goes down . just got done making sure my grounds had contact. Ground to bare metal.
JA: Are you fixing your Cougar yourself? What have you tried so far?
Customer: Yes , playing ,not much on the gauge yet . Most of what I have found says ground . Oh I added a grounding point under the back set where the wires go thru to the sending unit.
JA: Anything else you want the mechanic to know before I connect you?
Customer: When I got it the fuel pump was clogged . it is a poly tank. access to unit would require I drop the tank on this one .

There are only 2 possibilities left seeing that you already checked the wiring.

The fuel sending unit in the tank and the gauge. You should have replaced the sending unit since you had it all apart.
