It sounds like from the symptoms that the radiator fans are not coming on normally without the a/c being on
does that sound about right?
how bad is the fuel consumption?
the overheating should be your top priority.
the fact that your vehicle is running hotter than it should could be a factor in the fuel consumption
but a low coolant level would cause erroneous readings for the coolant temp sensor that controls fuel control.
is the check engine light on?
thoroughly check the pcv system and make sure the valve is working properly.
there isn't much left but engine integrity

even though you used fuel injection cleaner there still might be an issue with fuel spray or volume. tha would require removal of the injectors to test.
