When it blows out of the defrost panel only then there is a vacuum leak to the climate control head. Inspect the vacuum supply line coming off the intake running into the firewall for being split or falling apart and repair as necessary,if this is ok you need to remove the climate control head from the center of the dash and check for engine vacuum with a gauge to the control switch, if it is EATC the control panel itself. The source hose is black in color. If you have full engine vacuum to the control head(EATC) then the control head will need to be replaced or the control selector switch on a manual ac system.
