This is a big issue with the Cougar. The blower motor resistor goes bad. Replace the resistor and you'll be fixed up. Here is the procedure. Hope this helps.

1 Remove the footwell upper trim panel (passenger side).
  • Remove the pushpins.

  1. Disconnect the blower motor resistor electrical connector.

  1. Remove the blower motor resistor.


  1. To install, reverse the removal procedure.

where is this blower motor located and how easy is it to get to

The blower motor is located under the dash on the passenger side, but I don't think that is your problem. It could be, but it is more likely the blower motor resistor.
