If there is a leak and fluid has been lost then that will prevent the top from opening or closing. The pump has to be able to create hydraulic pressure to actuate the cylinders that control movement of the top components, if there isn't enough fluid then the pump can't create pressure and the top won't move.

What will need to be done is find the source of the leaks and repair them. It could be lines or connections, but the cylinders themselves are more likely to be the source of the leak. Once the components are replaced then the system can be refilled, the top cycled to bleed air from the system and the fluid topped off as necessary.
