Hi and Welcome to Just Answer!

On your vehicle power to instrument cluster when lights are on is supplied via fuse #9 7.5A fuse located in fuse box in left side of engine compartment. fuses have numbers stamped on the fuse box beside each fuse.

This fuse has power only when light switch is turned ON.

if fuse has power, pull out instrument cluster and check if power is present at gray wire at connector A going to pin#13. Connector A has 18 pins in total. as conector B has 12.

pin14 is orange wire pin 15 is green wire- this is how you will recognize the gray wire in #13

if you have no power at the wire but power at fuse, then fix open circuit between fuse box and cluster. if power is present - problem is the cluster itself.
