If the radio says WAIT you must leave the key turned on to the first click and leave the radio turned on until WAIT changes to CODE then you can enter the code and press the OK button to activate the radio.

Ok, if the radio said CODE before you entered the code and then changed to WAIT then the radio must have been replaced at some point in the past. You will need to remove the radio and give me the serial number from the radio that is in the car. The serial number will be stamped into the chassis of the radio.
