Hi, welcome to Just Answer. My name is***** jacking up the back of the car a little to take some of the weight off the bags. If the car is all the way down it won't pump up. If that doesn't help you probably need to replace the compressor. I've replaced many compressors after a bag or strut replacement due to weak output. The compressor winds up running itself to death trying to compensate for the leaks in the system. It's also possible that your new bags are damaged. If you let the car rest all the way down on the new bags there is the possibility of ruining them.
