Hello and welcome to JustAnswer!
The fan is necessary to keep high side pressure down for cooling at stops and low speeds but the compressor would still engage and blow cold initially. It sounds as if the compressor isn't engaging, either due to the fuse blowing, a pressure sensor issue, possibly the control head, etc.
What was the reason for replacing the compressor?
Does the compressor ever engage? Did the old one engage?
If you leave the compressor unplugged does the fuse still blow?
You used a recovery machine to charge the system to the proper weight?
