Michael Warfield : You don't have to disconnect the battery to replace the cruise control amplifier.
Michael Warfield : As for the panel, don't pull anything off without unbolting it first. That lower dash panel has bolts under neath and right where it meets the upper dash piece.
Customer :

Thanks. The trim pannel I am asking about is the pannel between the driver's door and the rear drivers side door where the seatbelt has a loop it passes through to go over the driver's shoulder.

Michael Warfield : To remove the b-pillar, just peel the weatherstrip off of the body to expose the clips and pop the clips with a flat blade screwdriver.
Customer :

I am not sure which weather strip you are referring to. Is it made of rubber or cloth?

Customer :

Also, will I need to disconnect one end of the seatbelt to get the pannel out of the car for re-gluing?

The rubber/cloth weatherstrip that overlaps the edge of the b-pillar trim. Yes, you will have to disconnect the end of the seat belt in the seat.
